Judge Carter holly conspired with attorney Adam Stewart to commit fraud, perjury, and obstruction of justice. They engaged in Ex-Parte communications without the opposing party or attorneys present. Judge holly and Adam Stewart then lied to the state bar investigators about it. Judge holly allowed attorney William Munoz to commit perjury to defend Adam Stewart. When I filed suit for fraud judge Steven Howell allowed the defence attorneys and defendants to commit no less than 4 counts of perjury to defend their case and based the ruling on those false statements. Judge Howell ignored a motion to compell documents for evidence that supported the complaint, he would not even address it. The district attorney's office, judge alva refused to look into the allegations. Stockton police department specifically patrol officer Oaks and S.J county sheriff's office refused to take a criminal report to start an investigation against a judge. I have Proof of all of this including a cover up by the state bar and commission on judicial performance. See for yourself the case #s are;
If zero "stars" meant horrible, then I'd choose ZERO. This judge supports child abusers. My daughter was being abused by adults at her middle school. The women abusing her were not teachers. I had recently complained about their behavior. They took their anger out on my child. They also made death threats. They went before Judge Orcutt and told her that my complaints to their supervisors were harassing them. I was complaining to the principals (5 within 6 months) and the superintendent. Who was I supposed to complain to??? They also lied and said that I threatened to bring a gun to school. I was president of the school council. Even one of the principals at the time said this was a lie. They would block the entrance from my daughter. They were physically abusing my daughter. Judge Orcutt signed a warrant with only their lies. She's no judge. She supports child abusers. She should not be allowed on the bench. She's a disgrace. She certainly disgraces the court.

I have lost everything because of the criminal activity that seems to run rampant throughout the San Joaquin County legal system. Its time something is done these judges and attorneys are corrupt and committing criminal acts and need to be held accountable.
They closed down the family law building at 540 e. Main st and the original court house at 222 e. Weber and opened this one. The move is so inefficiently planned, it's ridiculous for anyone who needs records of their cases such as criminal civil or traffic. In both of the old buildings, together there were 5 public access terminals. Now there's none! You have to go to Manteca or Lodi that only has 1 PAT. If u want to request traffic or old records it would be there the next day, now it takes 3 days. And their customer service takes forever.
This place sucks.. This place treats you like your a god damn colonial. Wont give you extra time to pay tickets off. No parking. If you want to park near the court house good luck and if you do youll have to keep coming back and fourth because these guys want your quarters as well parking meters everywhere. They'll give you a parking ticket/expired meter ticket while you try to take care of your speeding ticket never ending cycle with these guys. Park down the street at the McDonalds don't give these guys anymore of your hard earned money!!!
